What the hell is a hall party?

I had a hall party for my 21st. My parents rented a hall. I'm guessing that's not what is meant by a hall party though.

That's what I was thinking. Going through the 18th and 21st circuit when I was around that age in the mid to late 90s, a lot of them would descend into mayhem. The parents used to be left with huge bills.
