Career wise: Harvey.

Was the best player in the comp for a few years like Voss was a few years later. West has been thereabouts for probably a bit longer but I'd go Harvey.

almost impossible to split

both dominated the comp, both accumulate ridiculous amounts of the ball, both not penetrating kicks

perhaps go for harvey as his best was brilliant, perhaps just shading West

Agree. Harvey doesn't quite get as much of the ball as West, but he does a lot more with it. I'd say 75% of Lockett's goals at St Kilda came from Harvey, and he'd still probably lead St Kilda for goal assists. Plus, no one can match the twisting and turning of Harvey in the 90's. Nobody could catch him. Ever. These days he's a lot bigger so he just runs through them rather than around them but it's still very effective. He's been tagged pretty much every game for 16-18 years and it never phases him. He is easily a better midfielder (now) than Dal Santo because he just runs so much more. Dal Santo will run to the ball if it is near him but his tagger will be right there as well. Harvey just gets rid of the tagger by running all day.

West will never be in the same class as Harvey/Voss in my eyes, but at least he wins his own footy, unlike Buckley. West will always contribute, no matter how the team is going, but if no one kicks it to Buckley then he won't do anything. If he was in a great team with a couple of other skilled players then he would never have been considered one of the best. He has always stood out in a pack of scrubbers.
