On Bluey's pay suggestion - I'd say you'd lose a lot of people. Also causes a problem. If someone paid the fee, they'd need a credit card. I know I don't have one. Would I be lost? Also, could you boot people if they paid? When you deal with money, it gets a lot more serious.

Sure you'd lose some - mostly the troublemakers.
Like any member of a club break the rules and you get expelled. Can't see a prob there.
No credit card? Send a money order or cheque, or direct deposit at a bank. Credit cards haven't been around forever.
