The VFL decided at the end of the 1898 season that due to increased fitness due to regular training and new tatics introduced by coaches over the past couple of decades, the game had become too congested, resulting in low scoring.
Following the lead of the VFA a season earlier, the VFL acted decisively, reducing on-field players from 20 to 18. Perhaps the AFL admin believes that fitness levels and team tatics haven't really changed since 1899, hence their reluctance to take any action now to reduce player numbers.
