The problem with Maxwell was that he was picked as an allrounder and he failed as an allrounder. Sure he got four wickets in the second Test at a decent average but he only bowled 26 overs, compared to Doherty's 46. You have a lot more freedom to toss the ball up when you are not being treated as a primary bowler.
