The International Judicial Commission of Inquiry into Human Trafficking and Child Sexual Abuse IS NOT THE HAGUE.

Untested and unsanctioned witness testimony of Rachel Vaughan and Andrew McIntyre hosted by the ITNJ. Rachel alleges abuse by her father, Allan Maxwell McIntyre (Max McIntyre) while she was a child.

Andrew McIntyre is a victim of Anthony Munro who was recently imprisoned for child sexual abuse. Andrew believes the Beaumont children are buried in a sinkhole on his deceased father's property.



Rachel is a half sister to Andrew and Ruth McIntyre who have made claims their father, Max McIntyre was involved in the abduction and disappearance with others including Tony Munro, of the three Beaumont children on January 26th 1966.



The testimony and questioning runs for hours, so if you would like to discuss a certain point try to give a rough idea where it is in the tapes.
 
Rachel claims to have seen her father murder 6 children and supervise the mutation of two others. From around 13 minutes;

In 1976 at around 3 years of age alledged to have witnessed the murder and disposal of an approx 4 year old on a boat with his best mate, W.B. a member of the Salvage and Expedition Club.

In 1977/78 when around 4 years of age alleges she saw the dismembered remains of a female child in her fathers bathroom along with a severed adult right foot. Her father was standing over the remains with a hatchet in his hand. A private investigator has suggested this child may have been Eloise Woolidge? who disappeared in 1976.

In 1981 when approximately 8 years old she claims she was forced to participate in the mutilation of a little blonde who looked around 6 years old. This occurred in a tunnel system which she believes may have been the Sleeps Hill? tunnels on the outskirts of Adelaide. Currently owned by a close relative of Tony Munro.

About the same time she claims she was forced to witness the dismemberment of a young man in the back of her fathers boat while it was parked in a carport in the former family home in Edwardstown. This was during the time that "The Family" murders were occurring. The victim was a young man, slim, with dyed black hair with blonde roots and a lanyard.

Early 1980's taken to an Adelaide Hills location with about 9 other children and 50 adults and witnessed the murder of a baby about 10 months old. Identified a man who looked very similar to a former AG of SA. The baby was handed to this man by a young woman with bright red hair and blue eyes wearing a long green floor length hooded cloak. Death involved fire.

1983 alleges she witnessed the abuse of a 14 year old boy, Richard Kelvin in the cellar of her family home in Edwardstown. Some time later she claims she was taken to what appeared to be a water treatment facility where Richard appeared to be close to death. Shortly afterwards his body was discovered.

In 1983 she claims she was witness to her father abuse and murder 10 year old Louise Bell. Louise Bell was abducted in January 1983 and sometime in June 1983 Rachel claims to have found Louise gagged in the cellar under the family home in Edwardstown. For approximately three months afterwards Louise was kept a captive of her father in the cellar. In around June 1983 Louise, Richard Kelvin and Rachel was abused and forced into sexual acts that were filmed by her father.

Rachel had met Richard several times before he was abducted and knew who he was. Alledges both him and Louise were abused by Chief Inspector of Police, G.B.F.

Claims that Louise was know by another name, Rachel, but his was not published. Had a description of Louise that was different to the photo that was released at the time. Her hair was different as described by Rachel, but the same as in a video of Louise at the time. Claims her father murdered Lousie Bell in front of her and buried her in the backyard of the former family home in Edwardstown and covered by a small concrete slab.

Tony Munro returned from Cambodia where he was also suspected of abusing young boys, so it may be likely the 5 years he'll have to serve here (now 4) is much less than what he would be facing in Cambodia!

I'm interested in how he made his multi millions that he cashed in when going to Cambodia. Rachel in the above testimony above says one of his close relatives now own a series of tunnels at Sleep's Hill where she alleges some of the crimes she witnessed, occurred.

Witness testimony of Rachel Vaughan 1st August 2018. Born in 1973 Rachel alledges abuse by her father, Allan Maxwell McIntyre (Max McIntyre) while she was a child.

In 2004, documents released under the Freedom of Information Act 2000 revealed that the prime suspects in the murder were two medical doctors, Martin Reddington and John Byles.
Martin Bruce Reddington (26 June 1931-May 1995) had a surgery in Muswell Hill. In 1965 a warrant had been issued for Reddington's arrest on charges of buggery and indecent assault of males.[9] However, before inquiries could be completed, he left the U.K. for South Africa.[12] Reddington made a number of return visits to the U.K., but no evidence has been found placing him in the vicinity of the murder.[9] In 1977, a private investigator claimed to recognise the suitcase with the initials P.V.A. on its side as belonging to three men who used a laundrette in Muswell Hill, one of whom was Reddington.[12] Reddington was never interviewed in connection with the offence, and it was decided there was insufficient evidence to extradite him from Australia.[9] In 1977 Reddington was charged in Sydney with committing an indecent assault on a male.[13] He died in May 1995, aged 63.[12]
John Roussel Byles (January 27, 1933-19 January 1975) was acquitted along with another man in November 1963 of assaulting a 16-year-old male at their flat in Earl's Court, London.[14] Byles left the U.K. for Australia in the early 1970s when inquiries began into the sexual abuse of boys aged between 9 and 14 in Huddersfield.[15][16][17] On 17 December 1974, Byles was arrested in Sydney in relation to an alleged indecent assault on a boy,[18] but absconded on $2,000 bail. His body was found in a room of the Prince of Wales Hotel in Prosperine, Queensland on 19 January 1975.[19] He left two suicide notes, one addressed to Scotland Yard, the other to Reddington. The note to the police contained an apology for his actions, but no direct reference was made to the Tattingstone murder.[9]
Reddington and Byles are also said to have been suspects in the murder of a boy in London in 1973, following an apparent homosexual relationship.[9]"

In May 2012 after a making complaint to Crime Stoppers who agreed to pass the matter on to police an interview of Rachel was arranged by Major Crime Dept. She was contacted by phone and told to meet a detective for an interview in the carpark of Christie Beach Police station.

Wary of a carpark meeting she engaged a lawyer who instead changed the meeting place to Major Crime offices in Adelaide. In presence of mother in June 2012, she told the detectives facts about the Louise Bell (LB) case some of which had never been made public.

One of those was that LB real name was Tracey. Another was that Rachel gave a description of LB that was different to the photos of her that were published. She had short hair, in a shaggy style cut.

Rachel Vaughn described how after her murder LB had been buried in the backyard of their Edwardstown property, over which was poured a small slab of concrete. She had previously submitted a statuary declaration to the police giving this information about where Max had buried Louise.

Detectives soon after rang her on a Saturday night at 9.00 pm and insisted the girl Rachel witnessed murdered was not LB. She insisted it was. And was certain of her identity. Call was terminated. After this meeting in June 2012 a video of LB that had never previously been made public was shown that showed LB exactly as Rachel had described her in her statement.

Called back for a second interview with mother and lawyer (Craig Roberts) present and don’t she was mentally unwell. Was told that the cellar and tunnels under her Edwardson town did not exist. They had visited the home and looked into termite inspection points and told her the tunnels were a figment of her imagination.

They did not go into the roof space where there was a trap door and a ladder which led into a space directly behind the pantry, which was described by Rachel. They also did not look in the end bedroom for evidence of floorboards that had been pulled up and replaced before the current owners had moved in as she had told the detectives the trapdoor to the cellar accessed from there had been covered over by her father prior to selling the home.

The trapdoor was a hole in the floorboards under her father bed that was covered up by a free-floating piece of carpet giving him easy access into the cellar below. A PI has investigated the tunnels and has a plethora of evidence (including photographic) of the tunnels existing below their property and other properties in the area including an industrial complex in the area which detail those tunnels in detail, with different access and entry points.

Finally, no ground penetration equipment was used to look at the yard where she said LB and others were buried.

When LB was being kept under the McIntyre home both Louise and Rachel abused by then SA chief of police Graham Bennett Fraser. Between 1981 and 1983 he was also abusing two other girls, one also 9 years old.

In 1986 when those girls made allegations against him, his punishment was only demotion from his position of Chief Inspector of Police to Inspector of Police. This was due to a statutes of limitation law in SA that any pedophilic crimes committed before 1984 were immune from prosecution.

This Statutes was overturned 10 years ago (2008) thanks to a dedicated group of volunteers. This resulted in Fraser finally being charged with criminal child abuse before 1984. He was charged and convicted in 2009 and was up for parole in 2017.

It was been brought to Rachel’s attention by a child protection advocate that the tunnels at Edwardstown area are still being used today for organised paedophilic activities who use this tunnel system to traffic children from one house to another. The child protection advocate alleges they are the support person of a child that was abused in these tunnels and some of the houses are owned by people involved in these activities.

Their former house in Edwardstown sat over a junction of two of these tunnel systems which has been substantiated and was a reason it was valuable to the paedophile group for child trafficking.

These tunnels lead in one direction down Macklin St to the top H scout hall while the end of other tunnel leads in another direction to a nearby main road named Crossroad and continued to the Glenelg trainline.

One end of the East West tunnel ran under a home on the corner of Almond and Crossroad which father described as possessing a killing room. Rachel was taken to this house on Crossroad as a young child and practiced on by men conducting such procedures such as catheterising her urethra. She suffers urethral stenosis to this day as a result of those procedures and forced to undergo surgical interventions in adulthood to retain the ability to urinate without a catheter.

It is important to note that Max McIntyre knew many people in the medical fraternities in both Adelaide and Flinders University and medical centres in Adelaide. Mother used to give accounts how max used to desex their female cats and others described him performing medical procedures on their pets although had no formal medical training. His occupation was an electrician and wiretapper who worked for Telcom.

The house on Crossroads had a butcher shop out the front and a bakery at the side, all on the same property. Behind a cabinet in the kitchen was a hidden room fully lined with stainless steel with tracks at the bottom of three walls and plumbing. The steel lining in this room rose appox five feet on each wall.

She was taken to this by father on another occasion and was forced to watch as her father presided over two other males who butchered the corpses of two men. She had not met the two unknown men who conducted the procedures and never met again to her knowledge. The men looked very similar but were different ages as though father and son.

The bodies were cut up and packaged into two separate suitcases.

Not long after Rachel’s allegations in 2012, a police statement was made that they were going to excavate a section of the former backyard of a man called Dieter Pfennig in relation to LB. Rachel became frustrated that her claims were ignored and instead Pfennig was targeted. Because she was witness to a lot of LB suffering Rachel again contacted detectives and asked why his backyard was being dug up and not the property in Edwardstown that Rachel had witnessed LB being abused, murdered and buried.

Came to the conclusion that the detective was fabricating reasons to ignore her allegations and investigate Pfennig for LB murder. Rachel had made her claims about LB’s remains firstly to her brother Andrew in a phone conversation on 5th Sept 2009. First official claims about LB’s location were made on 29th Sept 2009 in a stat dec.

1st Aug 2016 she took her claims about where LB was buried to Independent Commission against Corruption but because her allegations involved misconduct of a police officer they couldn’t accept them and she was referred to the Police Ombudsman. Was against told statement was not to be investigated and was told by WM (formally an officer employed by the police complaints authority) that her allegations were never to be investigated and that he was the only officer she would ever speak to and she had been dealt with already. Repeated this rebuttal three times.

In 2016 Dieter Pfennig was convicted for the abduction and murder of LB, despite Rachel’s allegations. Conviction based on discredited low nuclei DNA evidence on PJ top that easily could have been contaminated.

But it was the pyjama top that would provide police and prosecutors with the evidence they believed sufficient to convict Pfennig, who has maintained throughout the trial that he is innocent of the crime.

Louise’s neatly folded pyjama top was found on a neighbourhood lawn just a street away from the schoolgirl’s home in the southern Adelaide suburb of Hackham West five weeks after she vanished.

Though it was torn and waterlogged with alge contaminated water when it was located, the pyjama top yielded evidence that would eventually be tested for DNA decades after Louise’s murder. Major crime has never identified or compared the other two DNA samples said to be found on the PJ and could have been Max McIntyre.
 
So even though there's irrefutable evidence it was Pfenning we're expected to believe Rachel McIntyre, if that's who you're quoting (no sources supplied) that her dad killed Louise Bell and the Beaumonts, even though there's no (actual) evidence it was him?

And Rachel is the only source for there being tunnels under the house, after all this time?

The building on the eastern side of almond and cross always struck me as a bit sketchy. From the outside it doesn’t overly look like businesses operate there although there are contact numbers on google but the building is quite dilapidated. With that said if owned that site I doubt I’d be reinvesting in it and most likely looking to demolish & build residential on it.

I can’t argue your logic though. If there are new owners at macklin street has $200 been offered to the new owners to get in the roof space and take a photo of the entrance to the cellar? How about a few photos of the entrance or the tunnels around Edwardstown, it’s stated it should be easy and wouldn’t the PI provide these?

I’m keeping an open mind and not ruling this out given what I’ve read in the Mullighan enquire but there some thing that could be easily proven here that isn’t.

From the transcript of Rachel Vaughn's testimony to the International Inquiry into Sexual Abuse which I'll add more to on tunnels Rachel details a house on the corner on Almond Grove and Cross roads that had the killing room. In front of the house at the time was a butchers shop and a bakers shop was to the side, but they were on the same property. She said there was a King K sign on the butchers. This was a capital K with a kings crown on top and had special significance. Interestingly the building on that corner now has a kings crown but seems to have another business in there.

That's a lot (kilometres) of tunnels that no-one seems to know about. Must have taken decades to dig them, in secret.

There seems to be miles of tunnels built near the railway lines and interestingly your mate Tony's family own a series of tunnels as well.

It's a same the cops didn't look under the McIntyre's Macklin street house or dig up their back yard instead of Deiter's where they found nothing when looking for Louise Bell.

Her's a map of some of the places Rachel Vaughn mentions to give an idea how close they are.

It may be that there is a melding of memories.
She was talking about this property from when she was a young girl and the times of Louise Bell and Richard Kelvin, so mid 80's and her older brother has earlier memories. 35 years or more. Do you know if a butcher shop was there before? It may not be on that corner of Almond and Cross Road but it had the Kings crown sign which could be significant.

At the Crossroads on Cross Road is weird anyhow and the Food Services business may not be far off if you listen to everything she alleges.

From the Louie Bell podcast (my transcript in italics so I may not have all the names correct) actions of Dieter that lead to suspicion of him being involved in Louise Bell's abduction and eventually charged and found guilty for her murder near the end of his sentence in 2016. He was most certainly guilty of the abduction and sexual assault of the living victim and abduction of Michael Black.

If he was involved with the abduction of Louise Bell in 1983 did the police only look to convict him when Rachel Vaughn came forward with her witness statement? Dieter has been quoted by his prison cell mate as knowing where Louise was buried and indeed he could know if she was buried in the McIntyre back yard. The phone call made early on in the Bell case were identified by the recipient as coming from him and the pyjama top was left for the same woman to find. However the phone call sounds like someone who was trying to help her and alert authorities to her presence.

A phone call a few weeks after Louise disappeared at 9 pm Jan 17th 1983 was made to a neighbour in Hackem West (Underbank Grove) but no connection to the Bell’s. Unknown male spoke with a slight European accent and said he had Louise and she was in urgent need of medical attention. Sounded visibly upset. Alluded that her injuries were a result of sexual assault.

To prove he was genuine he said he would place earrings that belonged to Louise under a brick at a specified location under a broken brick. The call was immediately reported to police who found the earrings confirmed to belong to Louise.

Chose a number at random so his number could not be traced. Earrings on corner of South Rd and Hackem Rd intersection about 1km away from Bell’s property on Meadow Way.

Unsure whether caller was known to the victim’s family. Unable to identify suspect and sure Louise was still alive. Pleasant sounding and well spoken with a very good command of English.

6 weeks later same Underwood Ave woman who received the phone call went out to her mailbox to bring the milk in first thing in the morning and saw what she thought to be a bunch of rags. She paid no attention and went on with her morning routine. Hours later around 9 am when she returned home from taking her son to school, she noticed the rags again and saw that it was something neatly folded. She picked the piece of clothing up and found that it was a sleeveless cotton pyjama top with small yellow flowers. It was drenched with water and had multiple tears on each side on it.

Thinking nothing of it, the woman picked it up and put it into an empty pot plant holder with the intention of later throwing it way. Half hour later she was hit with the realisation that Louise was wearing a similar pj top when she went missing. She contacted police and the Bell’s confirmed it was Louise’s as the label had been cut off. Diane recalled cutting the large red label from the pj top after she’s complained it was itching her.


Her parents had not spoken to media and had tried to get on with their lives. Colin Bell reluctantly gave a statement “I just want to be left alone with my family, what’s left of it. It’s been a tremendous strain on all of us. Only the offender can know what we’ve been through and it’s water off a duck’s back to him. We just want to get our lives back together.”

After the coronal inquest four years went by with no new information. A new line of inquiry came to light on Dec 30, 1989. A 13-year-old boy was riding his bike in Port Norlunga? when the occupant of a white VW combi van tricked him into getting into his vehicle. The teenager was bound, gagged and blindfolded before the assailant threw the boy’s bike into the back of the van. He was then driven 9km south toward the rugged coastline of Maslin’s Beach. The assailant wiped his captive’s bike down and left it by a gate to give the illusion the boy was in the area. When the alarm was raised that the teenager was missing, the discovery of his abandoned bike led the police to assume he’d drowned. A land and sea search occurred.

In reality, the teen was driven to his captor’s property in Hackem West where he was kept overnight and subjected to repeated acts of sexual abuse. At midday the following day, the captor temporarily left the house giving the teen opportunity to release his binds and escape to a house next door. Police were called and when the captor returned police were waiting for him. He was placed under arrest.

He was 41-year-old Dieter Pfennig, a mild-mannered German born maths and science teacher who was married with two daughters. Upon learning that his captive had escaped, Pfennig admitted to the attack telling police, “Ï just wanted someone to hug”.

He was held in the Christies beach police station where he placed a phone call to his wife where he admitted he’d been thinking about the attack for months. While he was at the station, police received a phone call from a woman who believed he may have been responsible for another crime.

11 months before his arrest on Jan 18, 1989, 10-year-old Michael Black left his home in rural Murray Bridge 76 km east of Adelaide. Michael hopped on his bike and rode towards Stuart Reserve, with his beloved family dog and fishing gear for an afternoon of fishing. It was one of his favourite fishing and swimming spots.

Various witnesses spotted him at the Reserved throughout the day with the last known sighting just before 3.00 pm. Later that afternoon his fishing rod, bike bag and thongs were found neatly stacked together further upstream at the much quieter spot of Keely Reserve. Michael Black's shirt was found in a tree further upstream where his dog was found barking furiously and running up and down the riverbank.

His parents confirmed he was forbidden from going there and did not frequent the area without parental supervision. Although he was a competent swimmer a comprehensive underwater search was undertaken by police divers. His body wasn’t found or didn’t rise to the surface after 3 days, according to police the possibility his body was in the water was very slim and he was officially listed as a missing person.

While Pfennig was in custody for the abduction and assault of the 13-year-old body a witness came forward and said Pfennig had been at her house around the time of Black’s disappearance. When a story about Black came on the news Pfennig told her he’d been at Stuart Reserve on the day he disappeared, and he’d helped the young boy with his fishing rod. Police interviewed Pfennig’s wife who confirmed he’s been away from home during the time Black disappeared, leaving for a 3-day trip to study physics for an upcoming teaching job. According to his daughter Pfennig said he’d lent Black a knife to scale his fish and asked him to return the knife when he’s finished.

In addition, multiple witnesses confirmed they’d seen a white combi van speeding away from Keely Reserve on the day Michael had disappeared. Police identified many similarities between Pfennig’s recent case and the disappearance of Michael Black. They suspected he tried to mislead police to believe Black had drowned just as he had in the recent abduction and assault of the 13-year-old boy.

Because he lived in Hackem West he became a suspect in Louise Bell’s disappearance. There were multiple factors connecting him to the crime.

- one of his daughters (Rachel?) was in the same class and same basketball team as Louise

- He canoed on the Onkaporinga river

- Was an insomniac, known by family ad friends to walk the streets late at night.

- He lived in Holly Way only 7 min walk away from the Bell’s through many quiet lanes connecting the two houses, giving him opportunity to transport the girl without being seen.

However, he provided police with an alibi for the night of Louise’s disappearance. He had been on holiday with his family visiting relatives in Swan Hill. He’d been staying in separate rental caravan on his own, while his wife and daughters had been staying in another.

Investigators tracked down the caravan rental company and found Pfennig had returned his caravan on Jan 4th’, putting him back in Adelaide on the night of Louise’s abduction while his family remained in Swan Hill.

In Feb 1991 a search was conducted for the remains of Louise Bell and Michael Black on his property at Hollyrye. Floorboards in two bedrooms were pulled up and the backyard excavated but no human remains other evidence or anything else of interest was uncovered.

For the kidnapping and sexual assault of the boy from Port Nolunga, Dieter Pfennig pleaded guilty, but professed innocence for any other crimes. With witnesses and strong circumstantial evidence against him he stood trial for the murder of Michael Black. In a highly controversial move the judge allowed propensity evidence against him at trail, so his other convictions were permitted to be referenced and used against him in the trial. Propensity evidence is rarely allowed due to concerns the defendant may be unfairly judged but the presiding judge felt it essential the jury were aware of his previous crimes against children.

Based on circumstantial evidence and statements from over 100 witnesses, Dieter Pfennig was convicted of the murder of Michael Black and sentenced to 38 years in jail. He remained a person of interest in Louise Bell’s disappearance, but police had no concrete evidence to link him to the crime and the case eventually went cold.

By mid-2009 26 years had passed since LB disappeared from her bed in the middle of the night and her cold case was reopened with the hope advances in forensics could lead to new opportunity in investigation. Forensic experts extracted several previously undiscovered DNA samples from the pj top which was waterlogged when it was discovered 5 weeks after Louise disappeared. The technology wasn’t advanced enough to link the DNA evidence to a suspect.

But in 2012 LB’s pj top was sent to a leading forensic lab in the Netherlands for low cocci analysis. Testing of unidentified DNA found on LB pj top matched Pfennig a billion to one, although this was challenged and not able to be replicated and notoriously unreliable.

21 years after the first search police returned to Pfennig’s property for a more extensive evacuation of the year. Radar equip was used with special attention paid to three concrete pads. These were dug up.

Small animal fragments of bone were found and nothing of significance.

In similar circumstances to the wrongful conviction of Geeling two separate witnesses who had served time with Pfennig during his Michael Black sentence came forward and said Pfennig had told them the former teacher had confessed to the murder of LB. Pfennig was allegedly drinking bootleg alcohol ad smoking cannabis and said he couldn’t tell authorities where the body of Michael Black was because “there’s a chick there”. He was asked “what chick?”. He replied “Bell”.

A Baptist minister also incarcerated (serving time for fraud) also alleged Pfennig confessed to murder and told him he hated the name Bell because “Ïts something that’s eating at my heart every day.” Pfennig allegedly said he wasn’t concerned about the crimes he was in jail for but for crimes not come to light. He said he knew everything about LB, including the location of her body.

He later showed the same inmate a manuscript he’d been writing. It was about a warrior who was trying to rescue a young girl. The girl refused to believe he genuinely wanted to help her and for her lack of trust she ends up dying.

Police were able to recover copies of the manuscript. On Nov 18, 2013 Pfennig (65) was arrested for the murder of Louise Bell and found guilty in 2016.
 
There seems to be miles of tunnels built near the railway lines and interestingly your mate Tony's family own a series of tunnels as well.

It's a same the cops didn't look under the McIntyre's Macklin street house or dig up their back yard instead of Deiter's where they found nothing when looking for Louise Bell.

The supposed tunnels are all linked though so there'd be kilometres of them under many, many, many houses, roads and other infrastructure. How come no-one has ever seen or knows about them?

Tony Munro has 3 or 4 separate and independent witnesses (including women police officers who took statements of a victim who was with them) putting him with the Beaumont children when they disappeared, while they were being abused and after which you have dismissed without regard to these facts. So if he's not your mate then you're doing a good job of making him one.
Tony and his family own a series of tunnels outside of Adelaide. The tunnels Rachel has given a statement about are around their former family home in Edwardstown and another tunnel system as far as I can tell, follows the railway.

Nothing compared to London I'd say.

The people who saw a man at the shops and park or beach with the children never claimed it was Munro and just because the McIntyres claim he was with them doesn't mean he was. Munro is a convicted pedophile because of the man whom you say continually bends the truth's evidence was accepted as being true. The same evidence the SA police refused to investigate for 10 years.

And yes the man who saw the Beaumont children leaving the beach area did identify the 19 year old man with them as being Tony Munro.
