Totally different. RATM were heavily motivated by political issues, left wing in particular, and driven mainly by Zack. When they started Audioslave they made a conscious decision to not be so politically focused with their music.Monkster said:See: Audioslave

I would not say that RATM and Audioslave are simply the same band but with a different lead singer. The rest of the band members are the same, yes, but that's about it.
