Looks that way. I clicked Charmander first to test, then 'ran away' and grabbed Squirtle instead.

I'm in a small country town and I've got a Charmander, Growlithe, Pidgey and Sandshrew and drove past (hah) an Eevee, Ekans, Mankey and Doduo.
