Putin also came up with stories about covid being engineered in Ukranian biolabs and/or stories of biologically engineered birds that attack Russians only (not the ones that live in Ukraine and support the Ukranian government magically).
I would construe this is him trying to deflect his intelligence failure caused by expending too many resources on his Ukraine invasion.
