He only played the 1 game in Round 22 against Richmond, he's eligible.

I believe it's U/21 and have played less than 10 games at the start of the season.

Dez! is correct. Remember Nathan Jones got 2 rising star awards in consecutive years. That's only happened about 5 times. I remember Luke Power did it too.
