no- Toby did what he did due to limited options in life- this is not making excuses- simply explaining why many people brought up in the cycle intergenerational crime/poverty do what they do.

There are stories of people who lifted themselves out of lives just as down and dirty as Mitchell's and become social-workers, charity raisers, priests, lawyers, politicians, anything really...
