It seems a bit strange but maybe the kidney failure doesn't have anything directly to do with the car accident. I seem to recall Virginia's been in and out of hospital in the last few years.

In the bus driver reporting the incident to Police, you'd think that Police would be required to document whether there were any passengers on the bus who might be potential witnesses to the accident, in the case of the bus driver speeding, or driving too close to the vehicle in front.

Whitely probably just didn't know whether there were any passengers on the bus, and instead of saying something like "I don't know", but I'll find out for you, gave the ambiguous answer that was reported.
