An Australian, Jock Palfreeman, has been unexpectedly granted parole after serving 11 years behind bars for murder in Bulgaria.
Palfreeman, now 32, was serving a 20-year sentence for fatally stabbing a Bulgarian law student, Andrei Monov, 23, during a brawl in the capital, Sofia, in 2007.

He has always insisted he acted in self defence.

Palfreeman left Australia to travel Europe when he was 19 and arrived in Bulgaria in 2006. He spent five months renovating a house in a town 50km from Sofia and reportedly began carrying pepper spray after he saw, and fell victim to, a number of assaults.

There was a spate of violent attacks against Romany people in Bulgaria in 2007. A 2013 profile of Palfreeman in the Australian press said he had previously intervened in an attack on a “Gypsy” man and he claimed he entered the brawl on 28 December 2007, to help two Roma who were being assaulted by a group of men, including Monov.

Monov’s parents were influential and a number of senior political figures, including the head of Bulgaria’s court of appeal, attended his funeral.

Earlier this year he went on a 33 day hunger strike he said was a response to Bulgarian authorities cracking down on the Australian for exposing corruption in the country’s prison system and the abuse of inmates.

While he's been granted parole and promised release as soon as his passport arrived, an emergency Australian passport was issued to him over five days ago, he's still not out with the Chief Prosecutor lodging a 'very irregular application' to have his parole reversed and freedom blocked.

Under existing Bulgarian law, parole decisions by Sofia's Court of Appeal are final and cannot be reviewed.

Palfreeman's situation has been taken on by the far right and exploited at political rallies. A march through Sofia was led yesterday by Hristo Monov, an influential former politician. It was his son, Andrei Monov, who died in the 2007 fight.

He rallied his supporters to campaign for the sacking of Kalin Kalpakchiev, the judge who presided over Palfreeman's appeal.

"The national identity is threatened when there is no justice in the judicial system," he said.

It's getting quite ugly with the Bulgarian Foreign Minister rejecting Marise Payne's request for a meeting. There's talk Manov's family is seeking $800,000 in compensation.

 

Reading this, you'd think it's only a matter of time before something really bad happens with or to this guy.

It's almost like they've just shown up.
I had no idea they had a suspect for Nicole's murder?

The father has been hunted down and charged with offences from when she was aged 11, how awful. He was in his 30s at the time.

What a horrible situation she's probably been running from in one way or another for most of her life.

It surprises me they came forward assuming some are likely to be in relationships and risking them. They did the right thing, well done.

Or perhaps it was because they knew they'd likely be found anyway, if not through DNA her dating apps.

just watched Fox crime channel and saw this https://en.wikipedia.org/wiki/Mark_Dixie who murdered a young 18 year old in England. He actually lived in our country for a bit and attacked a female in perth climbing through her window, stabbing her, knocking her unconscious and raping her. She was lucky to have lived. He was deported back to England after this and committed the murder then.

Don't like the connection we have with these murderers. There's a few cases of english killers living over in Australia.

Any adult in the ACT will be able to grow two cannabis plants per person, with a maximum of four per household.

They will also be allowed to be in possession of up to 50 grams of dry cannabis, or 150 grams of wet cannabis.

Cultivating cannabis through a Canberra winter will not be easy though, as any Canberra gardener can attest.

Amendments suggested by the Greens to allow the cultivation of hydroponic cannabis were voted down, along with amendments providing greater allowances to those growing cannabis for medicinal purposes.

There also remain plenty of rules around when and where cannabis can be consumed.

It cannot be consumed in public, or anywhere near children, and will also have to be stored somewhere inaccessible to children.

Cannabis plants will have to be grown somewhere not accessible to the public.



Enter Christian Porter, who has the power to strike the laws out.

The ACT Government has sent the Commonwealth a strongly worded defence of its cannabis legislation, warning against any attempt to overrule the contentious law and "will of the people".

The ACT Government sent two letters about the laws to the Commonwealth yesterday. The first, from ACT Attorney-General Gordon Ramsay, warned Mr Porter against any challenge to the legislation.

"The Act has been passed by the ACT Legislative Assembly as a self-governing body with the authority to make laws for people of the ACT," Mr Ramsay wrote.

"I reiterate my previous advice that this legislation expresses the will of the ACT people and convey my deep concern should the Commonwealth seek in any way to overrule and intervene in the democratic processes of the ACT."

"The health risks you have outlined, and which the Government is aware of, already exist for the 8.4 per cent of Canberrans that have reported using cannabis in the previous 12 months," he wrote.

"The change will assist cannabis users to reduce or stop their use of the drug by reducing stigma and the risk of punishment associated with criminal penalties for possession."

What a crock.
 
It's already legalised in most states (I'd have to check) for medicinal use and certain conditions.
But who hands out the prescription and who makes sure you stick to that dose, or are all dope smokers doctors now?
 
Oh and how will legalising it assist people in reducing or discontinuing their use of it? It's a crock.
 
He's been released from detention but the authorities have got his passport, so he's stuck. Journalists have asked him if he's afraid for his life now and he's been very smart in his reply, saying he has faith in Bulgarians to keep him safe. So, yes I think he might be marked.
