Where has this been said?
Nick Bowen said the other day if Carlton and St Kilda have war chests, North are a Bank.
Tom Brown, Talking Footy, on the night of the new CBA being announced, as I mentioned in this thread on the night and one other time since.
He was on there giving the details of the new CBA and signed off by saying that he was told that based on how the new rises affect each club and their current contracts, Carlton and St Kilda had the most cap space to spend/available over the next 3 year's "by a stretch".
That of course wasn't taking into account hypothetical list changes that might free up substantially more cap space for any of the clubs, it would have just been going by the current contracts as they stand and how they are affected by the SC increases.
Eg. Goldstein is reportedly on $800 or $900K for another two years from memory and he may have the CBA increase clause in his contract, which could take him over a mil PA.
We certainly don't have anyone on anything like that I don't think and I doubt Carlton do either, which would help.
