I'd be very surprised if most nations don't have such a plan hidden away somewhere, with no expectation of actually using them.
Hell, we probably have a plan to attack NZ if necessary. Surely nobody could eversee it being necessary, but defence and security agencies (and the industry that feeds off them) tend to try to prepare against anything they can dream up - and then hit the taxpayer up for their latest folly.
