IMO, the rankings depend upon whether viewers are regulars. If you weren't a regular viewer of Arrow, you would have absolutely no clue what was going on in that Arrow episode. Flash was much more representative of the show itself and more likely to win over casual viewers.

I read it out aloud as shame and it sounded exactly like he speaks. I hadn't noticed that before.

That episode was very flat. They've got some great villains but are using them poorly.
Does Darhk still have mystical powers? I gave up on Arrow a couple of seasons ago.
