Can Jehovahs witness’s still refuse the blood test? Should have tried that one.

It was reported at the time he was taken to hospital after refusing a breath test. If i’d Left the scene I guess I would do the same. Nobody saw me driving officer.

No he broke the code of conduct regarding being out too late and drinking. Neither of which are against the law.

The drunk driving is handled by the legal system since that is against the law.

The event and circumstances were reported back in July. Being charged and facing court is just the logical, natural course of justice and what we would expect. You seem to think it's a great big conspiracy though, so we can appreciate the failings in your thought process.
