Why do Politicians lie and generally exibit behaviour most find despicable? Because politics are their livelihood, they do what they have to to keep their job.
Could limiting the number of terms help? If they knew they couldn't stay in the job indefinately would they not be more interested in doing the right thing, not the most popular? Would we get a better type of person into politics to begin with?
Obviously there are BIG problems with trying to implement this, but as a concept i think it makes sense.
