I am inclined to grant the requests of Penshurst and Hawkesdale-Macarthur and let them go to the Warrnambool District.
Will this mean that Smythesdale will get a look in for 2021?

Personally I'd even the numbers in the WFL and HDFL and then have a promotion/relegation system from that point forward. I feel that should have been implemented already, or at least flagged as the future once the Giants joined the HDFL three years ago. I'd also be open to Kaniva coming across if they wanted. I don't know enough about the MDFL to comment how that would best be structured, but are teams wanting out?
