Well no, but I believe,along with some other members , that he is a little too trigger happy when it comes to locking threads, with little to no reasoning behind why he does it..
The same can not be said for peejay or Khan as I rarely notice the heavy hand of there actions on this board or others...

As far as tugga locking threads, the threads that he has locked that I have seen , I would have locked them as well, or at least merged them into one. When you start a new thread checking if there is a similar thread around is polite. If what you have to say is truly ground breaking then go ahead and start a new thread other than that post in the existing thread. If you think it needs attention then put a heading on the post and bold it so peole look.
