There is a psychological condition called "Body Integrity Identity Disorder" also known as Xenomelia. There is not a lot information on this condition because those that suffer from it don't go to doctors etc for help seen as they are standoffish about removing perfectly healthy limbs etc. I wonder if this could be at play here.

It could be as Craffles suggests, some strange attempt at getting on a disability pension or an insurance payout on a lost limb.

Either way would you think some research would have been done beforehand to at least stop the bleeding or on how use a bandage perhaps.
