He said right from the beginning that he wanted to come to freo. No-one knew if he would actually refuse to go to WC. It seems that may be the case. But this hasn't been confirmed.

Yes but I heard it second hand. I am assuming that Lachy has quoted and interpreted what the manager said accurately. Channel 10 haven't made any big statements during this trade period so it may be accurate.
