I think there should be 6-8 of them.
I would do the playoffs differently.
Europe 13
S. America 6-8
Africa 3-4
Asia 3-4
NCAC 3-4
Oceania 0-1
For example:
NCAC (Honduras) vs. Oceania (New Zealand)
S. America (Paraguay) vs. Korea Republic (Asia)
S. America (Ecuador) vs. Morocco (Africa)
Doesn't necessarily have to be like this, but this would allow more S. American teams to participate. Thoughts? Are 4-5 teams enough for them? If not, should more automatically qualify, or should they have to playoff to prove themselves worthy? If so, against who?
