Thousands of VCE students have been given access to cheat sheets containing almost identical questions and case studies to those in their final exams, in a catastrophic blunder by bureaucrats.
The Victorian Curriculum and Assessment Authority has admitted to the bungle after a Herald Sun investigation found that exams already sat in three subjects – Business Management, Specialist Maths and Legal Studies – have been compromised.

it's been archived here, but far out that's ridiculously bad. catastrophically bad, and puts into question their own ability to administrate fairly.

Their apology comes after a VCAA insider revealed staff in the examination unit were “forced to play along with a fake story” that leaks on exam cover sheets were samples, not actual questions from the real exams.

The error in the coversheets arose from a desktop publishing error, which saw questions from the actual exams able to be highlighted and read when pasted into another document.

Back in March, Education Minister Ben Carroll committed to ensuring the VCAA moved swiftly to implement all the Bennett recommendations, including the desktop publishing upgrade.

But according to the VCAA most recent annual report, not all recommendations were implemented prior to the 2024 exams even though the government committed to them in full.

As recently as October 2, VCAA said it had implemented a recommendation which was to respond to exam issues raised by a member of the community.

So was the desktop publishing upgrade implemented ? Based on the f up , no

In final-day developments, one more embarrassing leak can be revealed in the Applied Computing: Data Analytics exam sat on November 12, which was marked out of 100 but contained a six-mark question that was identical to the question accessible on the exam’s corrupted cover sheet.


The interim head of the VCAA, Dr Marcia Devlin, did not appear at state parliamentary estimates yesterday, but Jenny Atta, the head of the Department of Education admitted there has been a “deterioration over time” in the quality of work done by the Victorian Curriculum and Assessment Authority (VCAA).

Ms Atta denied any plans to disband the VCAA and pledged to “give the minister any support to establish the review he’s called for”.

In other updates, education bureaucrats distanced themselves from the VCAA’s bungle, with Ms Atta noting that “neither the department or any other agency or individual can interfere or direct them in the carriage of these responsibilities”.

It was only discovered through a cyber review that some sample cover pages had not been identified as containing exam material, so students had access throughout the exam period.

“More significantly, it was not understood that internet archiving tools would capture the information regardless of it being removed from the website,” he said.

“This is, however, commonly understood by a technologically literate generation of students.”
