It all really depends what experience you're looking for...
If you want a full simulation experience, you really can't go past iracing or rfactor on PC. Rfactor in particular has so many addons it's ridiculious, you can drive anything from lawn mowers to sprint cars to F1.
I know iRacing is very good for the hardcore online gamer who likes racing against real people. For the console experience, I'd say the latest F1 game or Gran turismo 5, I haven't played the latest nascar releases, but about two years ago they were quite solid.

As Sniper26 says, depends what you want but rFactor is great. rFactor 2 is under development atm and promises to be even better.

You'll need a force feedback wheel to get the full experience out of rFactor because you will feel rear start to go away before you will see it and you need to catch it quickly.

Closest you can get to racing cars without spending 15-20k on a Formula Vee car or something.
 
Still a massive fan of F1 2010, found it got alot harder with the latest one although the AI is definitely improved.

Got the latest NFS Most Wantedgame... can't say i'm impressed with it at all
