Having a read of the spiels on the Everton site, the most recent logo prior to the new logo was actually quite factually inaccurate. So while the tower looks fat and bloated in this new logo, in comparison to a real-life photo it's actually more correct.
The "stairs" was actually meant to be a fence around the tower, as drawn by the original illustrator of the crest (his name escapes me), but as each iteration of the crest passed, the fence became more diagonal until it looked more like a sash.
