I don’t think it makes much difference to the overall competitiveness of the league across the board whether the VFL players are available or not

The opposite is true. You will get the VFL players spotted through the year and not available for finals. It won’t be the same.
Well not really… out of 18 games if a VFL plays 3 the 15 others will be the regular standard.
My guess is plenty of clubs will place their recruiting focus elsewhere
10 staff and the NFNL can’t update clearances to the same level as the EDFL in silly season.
