Yes. He is upgraded.
As others mentioned, no longer called out on draft night (due to the lengthened draft night due to the new bidding system). Just a change in format.

He was officially upgraded at the 2nd list lodgement (2 weeks ago), which was the deadline for upgrading rookies.

The way it's done again now, with rookie upgrades simply being announced well before the draft is far better than the system used from 2009-2013, for mine it made it quite messy with rookie elevations being included in the draft list.
