While "Opening Round" is stupid, the chance of a cyclone happening are probably the least of the reasons to abolish it (the main reasons being the utter stupidity of a round before round 1)
I'd also note that Perth has been subject to potential cyclones before - 1st April 1989 Cyclone Ned finally right on the coast, and of course there was the infamous Cyclone Alby - which was 4th April 1978. Either of those repeating (and both happened more recently than Brisbane suffering a cyclone before last year) would result in normal R2/3/4 matches having to be rescheduled. Using the reasoning that cyclones could affect Brisbane in early rounds to not play games there would also apply to Perth.
There were also cyclones in Perth in what would now be the footy season in 1960 and 1975. In fact, you could say Perth is long overdue for one not having had one for nearly 37 years. And climate predictions say that any we experience would likely be stronger than those in the past - more like Cyclone Seroja a few years back that devastated Kalbarri and Northampton.
