I believe that (C) was included for players that obviously have time and space and under no immediate pressure.
The original reason the whole rule came into place was players just walking back over the line in that GF.

I usually support the umpires in many of the grey arears of the rules, but i think that was the wrong call.
The game has so many grey arears it's no surprise in what some umpires will pay, and others don't.
However, i don't believe most umpires would have paid a free in that situation.
If it was an important close game or GF and that was paid it would be all over the media, but it is round 1.
Now we have a situation in that the players get more confused and get more nervous around that area of the ground.
I doubt we would be talking about it much at all if it was recorded as a rushed behind, common sense would prevail.
