Look at it like this - a drug is made up of substances. The substance of the drug create the product. Lets take for example Cottees Cordial. Cottees Cordial contains a powder base, flavorings, colors and sweeteners. These are all substances. When combined together they make Cottees Cordial - the end product.
Now, what this means is that unless they're contained within an over the counter or "ready to go" product such as a skin cream, a great number of which contain peptides, then they're illegal. I'm trying to find a list of products that contain peptides but I cannot find one. However, Olay skin cream, is one such product. Here is what their site says from a product standpoint.
