It is for the Audit Bureau of Circulations telling potential advertises to check the real circulation figures of a publication before you advertise.

The dodgy mag they are using as an example:

I wish I had seen this earlier. How can they doubt the popularity of a mag for mullet af"fish"iandos. I'm outraged!
