Actually, he's not. Through the AFL assistance package GCS are able to pre-list him, but he's an NT player (currently playing in SA), not a Gold Coast Academy player.

Same difference in the end, though, in terms of being tied to a specific club for draft selection.

If he isn't Pre-Listed before the draft does he become fair game for every club?

My understanding is yes. I believe that GCS have to offer to pre-list him, and he has to accept it, for the pre-listing to occur. If he doesn't accept, or GCS don't offer in the first place, then he goes into the pool available to all clubs.

The NT prospects, if they dont get pre-listed, suns can't match a bid given they aren't in the academy, just in the zone?

Should be a lot more useful now that we have had combine testing and lots of draft picks have changed hands post trade period.

I have updated the consensus with most of the recent phantoms/mocks. Every time I update it, another one drops somewhere. I've had to draw a line so that I get something out before draft night. Note this now incorporates 16 phantoms, most updated in the last couple of weeks. Note 2: I can't work out if my academy shading is super cool or the worst colour change since Michael Jackson...

Totally fair enough. I think it has been done in previous seasons but I don't remember who did it. The winner for this draft would just be the person that got luckiest though. For example Holmes and Angwin both went in the first round and they don't even appear in your above consensus top 50. I can also count seven names in that top 50 that didn't even get a rookie spot.

Thought suns were crazy not to pre list Brodie lake but seems that was justified.
