It's an end of first round compo, so it would've been a bit later in 2010 and 2011, so that's the reason (in addition to the expansion clubs spreading out their list profile) it hasn't been used yet. From GWS' point of viewing looking at that list maybe they should've called it in last year and got Impey. But mainly the more excess players they had the more ended up leaving for unders so being patient and waiting until now seems the right call.
