I might be wrong, but I think the sexual partner has to be within 2 years age difference under 18.
Point was, traditionally we think of “Pedo” as kiddie fiddler (eg. under 10), when underage sex trafficking goes all the way up to legal age. Even “close” is still wrong.

I’ll never forget when Sportal (another forum) was still around. There was an argument between two posters about the legalities of traditional an anal sex involving a 50 year old male and a 60 year old girl.
At the time it was only legal in NSW. This was the State that the legal stoush was focused on. In the end the person who was saying that it’s illegal eventually conceded in an odd way. He said "just because a 50 year old male ****s a 16 year old female up the arse, it doesn’t mean that it’s morally right."

Technically pedos are attracted to prepubescents. But words and their meanings seem fairly fluid nowadays, so i don't see anything wrong with attaching it to these child groomers.
Donal macintyre, an irish undercover reporter did an expose on modelling featuring the guy you linked above, gerald marie. I believe the episode has been purged from youtube, but he also went undercover with the chelsea headhunters in the same series. It would need someone more internet savvy than me to find a place with the video, but from what i remember watching it 20 years ago it was quite deplorable, basically all the modelling agency personnel using their influence on these girls, who were as young as 14.
