What does time limit mean?

I actually think it means that the club that the player is leaving havent responded within a certain time limit so the clearance goes through.
The club has a certain time to approve or reject or whatever(not sure how long), and if they do nothing it times out and the player is cleared.

Could be wrong though.

Time limit means they are cleared, if the club doesnt reject or approve it within 2 weeks it is cleared automatically.
