Today, Russia has 11 time zones. !0 in mainland russia, and one in Kaliningrad (an enclave in Europe). At least they don't throw Daylight saving in there as well.

Apparently it is so the ACT has a sea port. Seems like bollocks to me, both in terms probably being untrue and if it is true it is even more bollocky. (Bollocky is a word, maybe)

Most equipment was shut down for the last half of the mission in both the LEM and CM to conserve power, so they didn't get a chance to fail.
