I seem to have found conflicting information about the leagues that preceded the WFL. Two leagues get a common mention : The Wimmera Football Association, and the Wimmera District Football League. But basically everybody seemed to have been playing in both. It doesn't seem to be a senior/reserve issue, either, as I know of reserve teams these clubs had in different leagues again.
My guessing is that the WFA and the WDFL might have been one and the same.
Well, post in hope, die in despair. Here's what I know so far (Thanks to fellow BigFootian Woofer for contributing to this info) :
Wimmera Football Association

This league definitely existed by 1921 and 1922, and might also have operated from 1920 to 1927, or further. The other name that it seems to have gone by is the Wimmera District Football League. It is also worthy of interest to note that these matches seem to have been played on Wednesday afternoons, something to do with when the free time, or rest (half)day, was appropriated in that era! Wednesday afternoon was the gazetted half day holiday - apparently Saturday was a full work day.
1921 :
Teams competing were :
- Ararat,
- Horsham,
- Minyip,
- Murtoa,
- Rupanyup,
- Stawell and,
- Warracknabeal.
Warracknabeal were premiers.
1922 - Minyip were premiers of the Wimmera Football Association.
1923 :
Minyip lost a 1st semi-final this year, it was probably in the WFA.
Warracknabeal were premiers of an unknown league, perhaps the Wimmera Football Association.
1924 :
Minyip lost a 1st semi-final this year, it was probably in the WFA.
Horsham were premiers of an unknown league, probably the Wimmera Football Association.
1925 - Stawell were premiers.
1926 - Stawell were premiers.
1927 - Warracknabeal were premiers of an unknown league, perhaps the Wimmera Football Association.
1928 - Dimboola were premiers.
1929 - Dimboola were premiers.
1930 - Stawell were premiers.
1931 - Stawell were premiers.
1932 - Horsham were premiers of an unknown league, probably the Wimmera Football Association.

Stawell were premiers.
Rupanyup had a team in the Mid-Wimmera Football League. I don't know whether this was a reserve or senior grade.
1934 - Minyip were now also participating in the Mid-Wimmera Football League, so it is possible that the WFA had ceased to exist by this time.
By 1933, the Mid-Wimmera Football League had commenced, and by 1937, so had the Wimmera Football League. These two, definitely the latter, spelt the end for the WFA. There are no records of WFA seasons following 1934.
