Well, the clearance is either a kick or a handball so it's doubling up.

It'd be like having marks and contested marks. Ultimately they're the same thing.

A clearance IS a kick or a handball out of a stoppage. A mark is catching the ball out of mid air. Then followed by a kick or handball. Completely different.

To be fair, a rebound/inside 50 can just be running it out or even handballing, but still agree its dependent.
