Is the Fremantle Football Club's licence "owned" by the WAFL, as is the case with the Crows and Power in S.A.?

Are any of the Directors of the Board actually elected by members of the Club? We are having a debate here in Adelaide about this at the moment, and I was wondering what the situation is in W.A.
 
Both the West Coast and Fremantle Licenses are owned by the WA Football Commission. Some see this as a conflict of interest for the WAFC, and people have been lobbying for changes, particularly from the Fremantle side.

At this stage, no board members are elected by the members, but the Crawford Report into WA Footy, done earlier this year, has directed that 2 members should be elected, at least as a start. I'm not sure when that is happening, someone else will be able to fill you in on that...

A lot of people are unhappy with the WAFC and changes are slowly being made...
