The following helps the context of the answer is actually Ross Ditchburn....

When you read about the history of the VFL/AFL draft, almost all references point to 1986 as the first event of its kind.

Well that’s not entirely true; while ’86 presented the first truly national draft with selections from every state, many records overlook the Interstate Drafts of 1981 and 1982.

On October 1, 1981, the VFL’s Form-Four formula, which enabled clubs to sign stars from interstate via the use of two Form Fours became obsolete.
Demand for interstate players meant they were able to negotiate with several clubs, driving transfer and sign-on fees to levels deemed out of control by the competition’s governing body.

The solution was Victorian clubs participating in a draft, nominating players from interstate who would then be tied to the club for three years for a stipulated fee.
Each club was allowed to select two players, with the lowest-placed team from the previous year getting the top pick and the premiers the last.

Wiki has a list of the early picks

Ross Ditchburn picked at 12 by Carlton in our very first round one pick, in that first league draft can be seen below on those picks from wiki page.
Funny thing as a kid I do not recall hearing of it at time.
I just assumed Ditchburn, like Bosustow or Kenny Hunter from WAFL clubs was the old clearance from interstate club with large transfer fee to that club but in reality drafted but I assume there was a transfer fee going to Claremont when he decided he would actually come in 1982.

Edit: Found on Trove an old article in a Canberra newspaper mentions it coming up that year.

1981 VFL draft
From Wikipedia, the free encyclopedia

The 1981 Victorian Football League (VFL) draft was the first annual national draft held by the VFL, the leading Australian rules football league.[1]
Held on 8 October 1981, all twelve VFL clubs participated in the draft, each having two picks, with the team finishing last in the 1981 VFL season having first choice, followed by the other eleven clubs in reverse finishing position order. Wooden spooners Melbourne named Perth wingman Alan Johnson as the first pick of the draft.
Found some stuff on 1982 draft on Trove too.

Interestingly there was even proposed trades to move up the draft order but no one actually did any so the order based on reverse ladder stayed as it was going into the second league draft of 1982.

The full answer to this question were as follows:

Michael Sexton
Matthew Hogg
Andrew McKay
Adrian Whitehead
Scott Campoereale
Dean Rice (pre-season draft)
Brad Pearce (pre-season draft)
Matt Clape (pre-season draft)
Glenn Manton (pre-season draft)

Nine players of our last premiership team were drafted to the club.
The majority of our 1995 premiership team actually came to club via the old system of club zone and under 19's, reserve grade progression or the old club clearance systems like Madden cleared from Essendon to Carlton with some transfer fee going to other club in 1983.
Sticks and Braddlles via clearances from SANFL clubs in mid 80's.
Earl Spalding and Greg Williams were via trades in early 1990's

Only 5 of the 21 were via the National Draft and even that was still heavily compromised in those times and most of late 80's up to mid 90's the so called National Drafts only had Vic country based targets such as Sexton and recruits from Tasmania leagues or ACT.
Most of the best teenagers from SA or WA were usually involved in concessions to clubs like Eagles, Crows and Dockers and the best teenagers from Victoria were already tied to clubs as zone with under 19's pathway still existed to about 1993.

Camporeale in 1994 draft was about when true National Draft era started with no more under19's, zone systems around.

We are 24 seasons on from that period and when we brought Silvagni to club at end of 2015 , it was first sign we actually had a strategy in the full draft and salary cap era.
So we never have actually built a team in the draft era to win a premiership as yet....
What SOS has done is the first real build of a team for our club with a strategy that will lead to first time we have a premiership team created from teenage draftees and develop into a premiership team or teams for next decade.

It is crazy he sounds like he going to walk at end of this draft period. It reminds me of we won premiership in 1979 but still politics of club saw a favourite club great in Jezza leave. The factions and power politics that go on off field that effect our club never stop to amaze.

Anyway 9 players in total drafted to our 1995 premiership team.
I expect the next premiership team to have nearly double that.

Ross Ditchburn is the only previous Carlton premiership player drafted to club before the 95 premiership team.
In fact he is the first player in league history to be a first round draftee that became a league premiership player.
