Can't see too many wanting to upset the " status quo " then the whole house of cards will come tumbling down. China be happy to see another KIM holding the reins.

Strangely most South Koreans are quite happy for the North to stay that way. Last thing they want is to bail out an extra 25 million people, house them, feed them, educate them and give them jobs.

The US happy not to see a unified Korea as well, potentially another super power.

The only way it could be established is if the truck driver admitted it.

Thought they can charge anyone who kills someone driving under the influence with murder?

Cops load up charges as a matter of everyday process. Proving the charge is very difficult and it's why so many pleas involve a reduction to manslaughter. The Supreme court needs to be satisfied as to the truck drivers intent to kill. How does the prosecution establish that?

I think it's unlikely that he'll even be charged with murder. Any drug use also mitigates murderous intent due to the alleged influence of the drugs.
