The president can declassify anything they want. There is no limit as to what he can do in that regard.

I don't buy your definition, it's missing several key elements. But if I did buy it, explain to me how the "nationalisam, militarism and corporate governance" is different under Trump as compared to any previous president, to such an extent that America wasn't previously fascist, but now is under Trump.
