I saw this years ago, its a 15 year old doco now.It's abuse of power, which isn't really a phenomenon. I couldn't open the Scottish article, but the story about unwed mothers and their children being abused in a Catholic-run country isn't surprising. The Catholic church is responsible for carrying out some of the most heinous abuses of power over the helpless in the history of mankind. But they don't do it in a vacuum. There's a certain level of institutional tolerance that's existed to let it happen, and go unchecked for centuries.
It's the same with our residential schools - the government funded them, the church executed the plan, and law enforcement ignored the crimes. It's systemic.

" In 1938, after one mother near Cornwall, Ont., learned of her son’s death at residential school due to meningitis, she was denied a request to return his body home for burial. “It is not the practice of the Department to send bodies of Indians by rail excepting under very exceptional circumstances,” read a response from the Department of Indian Affairs, adding that it was “an expenditure which the Department does not feel warranted in authorizing.”
