Not many people want to get called up to the witness stand and cross examined for those kinds of accusations, especially in that environment, if they think it can be independent verified through a proper investigation. Why are you so shocked that someone reported something anonymously? It doesn't make the investigation (which again, the article said found no wrongdoing on the cleaning aspect) any less sound. It just means that there's no witness (who depending on the witness might be ruled out on hearsay anyway) to call up to the stand. They'll just check if it can be independently verified or not to determine whether or not it had merit. It has no bearing on convictions and just because an anonymous complaint is laid does not mean that someone is getting convicted on no evidence as you've implied.

I don't know about it. The article stated that an investigation took place in relation to the CLEANING, and the investigating body reported that it took place as an anonymous complaint. They reported it. They are allowed to report on their investigations.
