I think it is very plausible that elements of the US security state would do this to try and bounce their own political leadership into staying.

That Daesh haven't claimed responsibility (that I've seen) is interesting, normally they'll claim somebody with an Arabic name who accidentally kills a pedestrian in a traffic accident in Lyon as one of theirs.

If they wanted to stay there they’d just stay. Though I spose they have had some wild stuff get ticked off by the Presidents in the past. What was that crazy plan to blow up an airplane and blame it on a South American country so they could go to war?
