The tent cities are another example of that. They went from getting people off the street to now allowing people to set up tent cities in places like Venice beach where it costs huge amounts of money to buy property and used to be a tourist hot spot. Now they have people doing drugs and taking dumps on the footpath, they can walk into shops and steal up to $950 worth of goods and nothing can be done. Such a place of extremes
