It is and it isn't. It isn't illegal to ride 2 abreast if both riders are in the confine of a bicycle lane. It is illegal at all times where there a) is no lane and b) there is insufficient room to ride abreast and the rider on the outside is then outside the bike lane (unless they are overtaking, then that's fine).
Nearly. It's legal to ride two abreast as long as you are no more than 1.5m apart. Makes no difference if there's a lane or not. Except, as you say, you can't ride outside the bike lane abreast a rider in the bike lane.
