Yes:
1. On field umpire can issue and send off, but it is reviewed by video ump within 5 minutes to confirm, can be overturned and player return if not worthy of send-off.
2. If not seen by umpire then video ump can intervene and issue send off.
3. Victim must have suffered game ending injury (concussion/likely broken jaw etc) for the perpetrator to get red card. If victim returns to field the perpetrator can return as well (adds spice to the contest as well).
4. Only to be used for reckless/intentional that causes significant injury.
