Pardon my cynicism, are these changes more about the event that the AFL seeks to develop, ie draft day on TV.
U19s have been the way in the WAFL Colts & its not some would be elite effort like the TAC is - perhaps they need to loosen the rules on the TAC Cup because its battling for talent like the AFL are on draft day.
Lots of people up at the trough in development ranks & expanding the number of clubs will result in more jobs for the boys out of AFL House, not sure it'll do much for kids out of say Halls Creek:
 
A form of soft zoning might be on the cards. It would allay concerns of the Victorian clubs about the Northern academies, especially the outrageously successful GWS academy.

Any chance the AFL will publicly review the soft academy set ups of the Vic clubs, see how their academy develops footballers compared with NSW & Q arrangements.

The most startling revelation is the statement that AFL executives don’t like being held to personal account by the terms of the TAC sponsorship.

Isnt Ned in front of Eddie on this score - are TLA the preferred manager, one of the larger player managers running the nursery, aka Dracula running the Blood Bank.

Story was some of the AFL player managers are not happy, Liam Pickering more specifically. Ball in AFLs court as I understand.
